The primary purpose of this position as the Senior Enlisted Air Reserve Technician is to administer and carry out all matters pertinent to military personnel programs, provide technical guidance and assistance to the Numbered Air Force Commander and senior leadership, leadership staff at subordinate wings, groups, and squadrons and unit members within the Numbered Air Force.
Duties
Provide the Numbered Air Force CSS Director, Numbered Air Force staff, and subordinate personnel advice, assistance, and direction on all military personnel functions pertinent to specific responsibilities within the Numbered Air Force.
Advise and provide counsel to employees regarding policies, procedures, and directives of management. Select or recommend selection of candidates for vacancies, promotions, details, and reassignment. Develop, modify, and/or interpret performance standards.
Perform Personnel Functions for the Numbered Air Force. Initiate and recommend action to implement programs designed to provide optimum personnel program support based on analysis of requirements and needs.
Responsible for the overall management and/or accomplishment of all general administrative and personnel support staff functions and actions required for the support of the organization and its personnel.
Assist with writing unit policies and procedures governing administration of the following programs: reassignments (voluntary/involuntary), separations (voluntary/involuntary), retirements, conditional releases, and inter- and intra-service transfers.

- Position may or will require incumbent to Fly in military and/or commercial aircraft in the performance of temporary duty (TDY) assignments
- Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily (ART) duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
- Must be able to obtain and maintain a secret security clearance

- May be require to work overtime to meet special workload demands

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience equivalent to the GS-09 level in federal service (or equivalent in other pay systems) in which equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position. Specialized experience is experience which includes managing special projects which cross organizational lines and which require substantial knowledge of the principles and procedures used in the collection of data and analysis of that data; Acting as a technical expert and providing guidance on such programs as officer and enlisted promotions, performance reports, reenlistments, service extensions, ID card eligibility, quality force programs and casualties; Compiling and analyzing data to accurately identify trends, deficiencies, and accomplishments; and advising leaders, key managers, and supervisors on the full range of military human resources management programs.

EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF TRANSCRIPTS.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of military personnel policies, programs, policies, procedures, rules, guidelines, publications Reserve mission, and training methods, etc., to understand respective programs and converse with managers.
2. Knowledge of interrelationships of military personnel programs sufficient to properly advise services members and refer members for assistance and for technical problems solving.
3. Knowledge of the personnel automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data.
4. Ability to analyze facts identifies problems, report findings, make conclusions and recommend corrective or appropriate action.
5. Ability to analyze data/products to determine adequacy of training programs and/or deficiencies thereof and interpret military personnel policies governing personnel programs.
6. Ability to effectively communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
