This position is in the Department of Veterans Affairs, Office of Information and Technology (OIT), Office of People Science (OPS), Human Resources (HR). The incumbent manages a team of HR Specialists (Employee Benefits) engaged in providing guidance on a variety of Benefits and Retirements issues.
Duties
OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans.
OIT Vision: To become a world-class organization that provides a seamless, unified Veteran experience through the delivery of state-of-the-art technology.
Major Duties:
Oversees and leads the planning, development, establishment, and administration of a an Employee Benefits and Compensation program in OIT.
Develops and implements program guidelines and procedures to ensure that the Employee Benefits and Compensation program are directed towards meeting policy objectives, agency needs, management needs and executive directives.
Monitors issuances and developments in all the assigned program areas through study and analysis of Office of Personnel Management (OPM), Office of Thrift Savings, Department of Labor (DOL), and VA issuances, proposed and enacted legislation and current publications.
Serves as the OIT principal focal point and expert on Benefits, Retirement and Compensation programs. Constantly researches and stays abreast of the latest issues affecting Federal Employee Benefits and Compensation.
Counsels or advises individual employees within OIT and addresses sensitive or serious problems related to retirement benefits and health or life insurance coverage.
Performs first line supervisory duties and provides direct oversight to first-line GS-13 supervisory positions, and second level supervision for the operating GS-12 level staff.
Establishes performance expectations for staff members, which are clearly communicated through the formal employee performance standards and conducts mandatory mid-year and final reviews.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria by-09/07/2024.
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Managing a team of Employee Benefits Specialists who are responsible for researching laws and regulations, developing policies, guidelines, and desk references for staff and customers; Working with staff at various organizational levels to identify, analyze, and resolve potentially complex Benefits issues; Serving as an expert "troubleshooter" for various Employee Benefits, Compensation, and Retirement issues; Providing expert guidance on federal health and life insurance, retirement benefits to include related financial benefits such as Thrift Savings Plan and Flexible Spending Accounts and Work-life Benefits.
Criteria 2- Specialized Experience: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skllls, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as but not limited to: Managing a team of Employee Benefits Specialists who are responsible for researching laws and regulations, developing policies, guidelines, and desk references for staff and customers; Working with staff at various organizational levels to identify, analyze, and resolve potentially complex Benefits issues; Serving as an expert "troubleshooter" for various Employee Benefits, Compensation, and Retirement issues; Providing expert guidance on federal health and life insurance, retirement benefits to include related financial benefits such as Thrift Savings Plan and Flexible Spending Accounts and Work-life Benefits.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
