The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Major Duties and Responsibilities (MDRs)
Apply legal and policy issues related to collaboration.
Provide collaboration tools and policies for successful collaboration efforts.
Guide and monitor the governance structures to ensure decisions are made through the appropriate for a and disputes are resolved expeditiously.
Rank and prioritize competing requirements for additional capabilities through a transparent and accountable methodology.
Apply legal and policy issues related to collaboration.
Track all DII-led NSC and Congressional engagements working with the DII and NCTC Front Offices to ensure the proper level of coverage.
Take point for all prep materials for NSC and Congressional engagements including prep books and supporting materials. Task groups within DII as appropriate to contribute talking points and background materials for prep books and ensure these materials are properly combined, coordinated, reviewed, and approved ahead of meetings and prep sessions.
Secure conference rooms and SVTC connections as needed for participation in NSC engagements.
Regularly engage with NSC Directors to best advise NCTC and DII leadership of their expected roles or anticipated taskings.
Take point on all DII-led taskings from the NSC or Congress ensuring timely, complete, coordinated, and reviewed responses.
Other duties, as assigned.
Qualifications
Required Qualifications
Extensive knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development.
Demonstrated ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions.
Demonstrated leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.
Demonstrated analytical and critical thinking skills, including the demonstrated ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
Demonstrated interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment.
Demonstrated oral and written communication skills, including demonstrated ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.
Strong writing skills, especially as applied to writing talking points.
Extensive knowledge of terrorist identities, analysis, compilation, and dissemination, coupled with extensive knowledge of associated databases and identity targeting processes.
Demonstrated ability to remain open-minded and change opinions on the basis of new information and requirements; basic ability to support group decisions, accept and incorporate feedback, and solicit opinions from coworkers.
Extensive knowledge of IC organizations, policies, and procedures, and their requirements with regard to terrorist identities intelligence research and analysis.
Demonstrated ability to work under pressure with strict deadlines while maintaining a high level of attention to detail.
Education: Bachelor's degree in a related field or equivalent job-related experience that would provide the necessary knowledge, skills, and abilities to be able to perform the functions of the position proficiently.
