Duties

DHS Loaned Executives serve as Ambassadors for the Departments' Combined Federal Campaign (CFC); they manage all aspects of the CFC for their assigned accounts, including: - Brief senior organizational leadership prior to the campaign commencement and provide periodic progress updates to leadership throughout the Campaign. - Thorough understanding of software platforms (i.e., Google, Microsoft Office, and SharePoint) in order to translate performance results to agency leaders - Conducting all required operational, technical, and administrative training to agency-assigned campaign managers and CFC campaign workers across DHS CFC; - Ensuring agencies are informed on campaign marketing strategies and managing the delivery of campaign supplies and promotional items. - Provide logistical support for CFC-related special events, including liaising with representatives from CFC charities. - Assist with CFC awareness event planning. - Monitor organizational progress and recommend strategies to optimize organizational campaign success; progress is reported at team meetings and through periodic written status reports. - Ensuring recognition for CFC Campaign Managers, Coordinators, and Keyworkers through the Campaign Contest, organization-level awards program, and individual awards and certificates; and more.

Requirements

  • Must be a current permanent Federal employee

  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications

Qualifications required: A candidate for the Loaned Executive (LE) assignment is a professional who has the ability to work effectively with CFC leadership in an administrative and operational capacity. An ideal candidate is a high-potential, highly motivated GS 12-15. Exceptions may be made for nominating candidates outside these parameters who, as recognized by their agency leadership, demonstrate initiative and affinity for participating in this detail. Specific desirable qualifications and traits include: High-potential, highly motivated GS 12-15 Program management experience and/or experience working on the CFC in some capacity is desired; a genuine interest in working to support philanthropy is a requirement. Excellent oral and written communication skills; job requirements range from training large groups in an auditorium setting to a one-on-one briefing with Senior Leadership to Live virtual presentations A high degree of independence, effectively managing time and completing assignments under tight deadlines; the candidate will simultaneously support multiple federal organizational accounts. Ability to adjust and work in a variety of work environments/cultures Must be committed to providing outstanding customer service to all CFC stakeholder groups, e.g., Campaign Managers, CFC Keyworkers, Donors, etc., in a fast-paced environment. DHS Loan Executives have an opportunity to enhance and develop their current core leadership competencies and skills that lead toward the development of Senior Executive Service Core Qualifications (i.e., Leading Change, Leading People, Business Acumen, Building Coalitions, Results Driven). Such enhancements include the ability to plan, organize, and manage complex work environments; strong familiarity with information technology server software in order to interpret and analyze data to identify and solve ongoing challenges and problems; making clear and persuasive oral and written presentations; plan and conduct training sessions, and applying interpersonal and team-building skills to motivate and guide a group of leadership professionals toward goal accomplishments. This assignment also presents an opportunity to learn about other Federal agencies' operations, interact with various senior-level officials and agency professionals within the Federal government, and via professional networking. Additionally, Loaned Executives will gain: Leading Change: an opportunity to broaden their organizational experience beyond their "home" agency and to develop relationships with other federal agencies. Leading People: training on public speaking skills, senior leadership briefings, event planning, and project management. Business Acumen: an understanding of the need for nonprofit organizations and their reliance on funds from the CFC. Building Coalitions: the experience of working in a short-term, high-impact, bottom-line environment while providing a direct contribution to the community locally, nationally, and internationally. Results Driven: Sense of ownership and pride in a set of common goals, values, and attitudes that extend beyond individual aspirations and transcend their commitment to various agency missions.
