This position is located in Field Operations Directorate, District 21, Norfolk VA Field Office. As an Supervisory Immigration Services Officer (Field Office Director), you will direct the adjudications and naturalization programs and related functions, independently manage all administrative immigration programs, activities and operations within a USCIS Field Office, and represent the Field Office in conferences and meetings concerning program functions.

Duties

Independently manage all operational immigration programs and activities as well as all administrative support functions in a Field Office. Administer immigration benefits and services including the processing of citizenship applications, family/employment based petitions/registration and safeguard national security in the adjudications of immigration benefits. Direct the adjudications and naturalization programs and related functions in accordance with broad program objectives and policies established by United States Citizenship and Immigration Services and higher level supervisors. Plan work to be completed by subordinates, set and adjust short-term priorities, and set target dates for work completion and evaluate and develop performance standards and assess work performance of subordinate supervisors. Manage oversight for Field Office administrative functions, such as personnel management, labor relations, training, financial management, facilities, property management, health and safety, and emergency preparedness.

Qualifications

A Relocation Incentive may be authorized a current employee with an official performance appraisal or evaluation of at least "Fully Successful" or equivalent who must relocate to accept a position in a different geographic area. Eligible applicants will be required to sign a service agreement prior to receiving the incentive. The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/12/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/12/2024. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing technical and administrative oversight to subordinates engaged in programs administering immigration benefits and services, processing citizenship applications and family and employment based petitions and registration; Providing administrative or logistical support to subordinates engaged in safeguarding national security in the adjudications of immigration benefits; and ensuring the integrity of the immigration system; Analyzing and implementing issues related to the establishment of program goals and objectives and establishing long-range work plans and determining the actions necessary to accomplish these objectives. Manage oversight for Field Office administrative functions, such as personnel management, labor relations, training, financial management, facilities, property management, health and safety, and emergency preparedness. Education

EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.

Training: If you have not already done so, you will be required to attend and complete a USCIS Officer training course. This is typically provided through a blended approach of virtual instruction followed by in-residence instruction at a training venue. Training must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion or separation by appropriate procedures.
