Duties

This position serves as the Assistant Chief, Inspections Division (ACID) and has supervisory responsibilities for administrative and operational objectives of all marine inspectors (MI), commercial fishing vessel (CFV) examiners, and port safety and security (PSS) examiners. Provides technical expertise, administrative guidance, and supervisory leadership to MIs and PSS examiners regarding issues related to foreign and domestic vessels, marine safety, inspection of facilities and containers, pollution prevention, security, manning laws, regulations, treaties, and international conventions.

Qualifications

To Qualify at the GS-13 Grade Level: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, or abilities to successfully perform the duties of this position and is typically in or related to this line of work.  Examples of specialized experience include: Independently conducting, and/or serving as a lead inspector on, marine inspections on a variety of vessels (i.e., passenger, commercial, freight, towing vessels determining compliance with US and International laws, regulations, and applicable standards, existence of proper vessel documentation and certification, safe and proper operating order of systems (navigation, communication, alarm, lifesaving, firefighting, safety management, security and pollution prevention systems) and machinery, and soundness and acceptable parameters of vessel structures; identifying hazardous conditions and violations; evaluating proposals for compliance or repair; prescribing corrective measures; and writing analytical reports. Applicants must also show experience providing technical expertise and training to new inspectors, providing input to program planning, and assisting on special, more complex projects (ex.- inspections of foreign flagged vessels under the Port State Control program).  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
