Duties

Typical duties include: Serves as a consultant to customer agencies providing advice, guidance, and metrics directly to mangers and HR Specialists on all phases of the recruitment and placement process. Advises managers and HR staff on the legislative and regulatory requirements of the selection process. Evaluates functionality of the USA Staffing system and USA Hire online assessments to ensure it meets operation requirements. Serves in a matrixed capacity as a project manager or team member on a variety of reimbursable HR projects in support of HRS, typically with an emphasis on recruitment and placement services. Participates in pre-interagency agreement meetings with customers to explain the capabilities of OPM, including the full-range of products and services available to meet their needs.

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-12: You qualify for the GS-12 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL the following duties: Providing metrics to managers and HR Specialists on all phases of the recruitment and placement process; AND Performing the full range of examining functions including conducting job analyses and identifying competencies, creating assessment tools, creating vacancy announcements, reviewing applications, and creating certificates of eligible applicants; AND Responding to questions from applicants and hiring officials regarding the status of the recruitment action; AND Advising hiring managers on hiring paths, HR policy/guidance, and other recruitment-related issues; AND Reviewing and editing technical documents (e.g., instructions for users, training manuals, functional requirements for system enhancements) written by team members for accuracy, grammar, and style. Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
