This position is located in Division 2 - the European And Eurasian, South And Central Asian, Western Hemisphere Affairs Division, Office of American Citizens Services and Crisis Management, Overseas Citizens Services Directorate, Bureau of Consular Affairs. The incumbent serves as the Crisis Management Program Specialist, with full technical responsibility for formulating plans, policies, and procedures governing the delivery of the complete range of ACS consular crisis management activities.
Duties
Exercises full responsibility for ensuring optimal efficiency in the implementation of consular crisis management preparedness , mitigation, response, and recovery policies, plans, and strategies.
Conducts briefs on Bureau crisis management programs and requirements and to provide guidance and assistance in developing contingency plans or Emergency Action Plans.
Plans and leads studies and analyses to evaluate the effectiveness of the crisis management preparedness, mitigation, response, and recovery services provided by ACS.
Provides expert advice, guidance, and support to consular officers overseas in planning and preparing for and managing crises.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience implementing consular crisis management preparedness, mitigation, response, and recovery policies.
Experience providing advice, guidance, and support to consular officers overseas in planning and preparing for and managing crises.
Experience representing the office at conferences, workshops, and meetings related to crisis management services provided to U.S. citizens abroad.
Experience conducting research and analysis of consular crisis management policies.
There is no substitute of education for specialized experience for the GS-14 position.
