This position is located in the International Affairs and Modernization Division , Office of Modernization and System Liaison, Passport Support Operations (CA/PPT/S/MSL/IM). The Division coordinates technical design and security improvements for U.S. travel documents; advises CA offices and other federal agencies on technical design of other secure documents and production processes.
Duties
Serves as a technical authority for the Department on travel document design, specifications, security features, and technical performance to improve the integrity of travel documents, deter fraudulent activities and documents.
Prepares in-depth reports of analytical findings including identification of vulnerabilities and recommendations for corrective actions.
Advises appropriate organizations, both domestic and international, in developing and recommending new or revised policies and standards governing the design, issuance, rejection, cancellation, and destruction of travel documents.
Serves as Contracting Officer's Representative (COR) or Government Technical Monitor (GTM), advising Contracting Officers in the development of Statements of Work and specifications for travel document -related acquisitions.
Coordinates interactions with other government agencies and commercial vendors regarding the design, development, testing, and implementation of travel document security technology.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in analyzing manufacturing defects, alterations, forged or counterfeit documents from other government agencies or authorities.
Experience in providing authoritative technical advice and guidance in the evaluation and implementation of new designs for travel documents; and
Experience in planning and overseeing the testing of document materials and components and finished documents.
There is no substitute of education for specialized experience for the GS-14 position.
