The primary purpose of this position is: to provide for the communications squadron Quality Assurance program testing and inspections, advises and assists in meeting program requirements, and ensuring customer satisfaction.

Duties

Participates in identifying and correcting deficiencies identified through the Quality Assurance (QA) program. Conducts Managerial Evaluations. Conducts Equipment Evaluations. Conducts Personnel Evaluations. Accomplishes unit Technical Order Distribution Office (TODO) Manages unit Electro-Static Discharge (ESD) Program. Performs administrative and coordinative duties for the QA program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, 0301 Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes utilization of Quality Assurance program concepts, principles, methodologies and inspection and evaluation techniques necessary to perform effective root cause, deficiency, and trend analysis procedures; body of laws, directives, regulations, policies and procedures governing the maintenance of electronic communications and computer systems, flight safety, occupational health, safety and environmental compliance. OR EDUCATION: Master's degree or equivalent graduate degree OR 2 full years of progressively higher education leading to such a degree OR have a LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of Quality Assurance program concepts, principles, methodologies and inspection and evaluation techniques necessary to perform effective root cause, deficiency, and trend analysis procedures. 2. Extensive knowledge of the body of laws, directives, regulations, policies and procedures governing the maintenance of electronic communications and computer systems, flight safety, occupational health, safety and environmental compliance. 3. Knowledge of the structure, functions, program goals, objectives, work processes, and administrative operations of the organization. 4. Knowledge of electronic theories and practices of one or more complex integrated systems such as Air Traffic Control and Landing Systems, Radar Systems, Communication Consoles, High Frequency, Very High Frequency and Ultra High Frequency Radio Receivers/Transmitters/Transceivers, Meteorological and Navigational Systems, Computer Systems, Network Systems, Telephone Switch Systems; of such applications as radio, radar, digital or analog computers, digital display devices, and of the technology and practices which integrate these components into a total functional system. 5. Skill in applying analytical and evaluative methods and techniques to equipment, programs and personnel with the fundamental purpose of evaluating the efficiency and effectiveness within equipment operating parameters, program guidelines and training effectiveness. 6. Skill in analyzing and interpreting applicable directives and guidance and applying knowledge to unit program, systems/equipment and personnel training deficiencies to improve them. 7. Ability to conduct inspections and evaluations, analyze the results, and recommend sound corrective measures for deficiencies and, when beneficial, adapt cross-flow improvements to ensure compliance with Air Force/DoD/Federal Aviation Administration directives and Public Law thereby resulting in effective, efficient and economic mission accomplishment. 8. Ability to communicate effectively in establishing effective working relationships with unit leadership, branch/section chiefs, and supervisors contributing to a cooperative work environment and successful accomplishment of the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
