The primary purpose of this position is to serve as a Foreign Disclosure Action Officer is to decide for Eleventh Air Force (11 AF) what Classified Military Information (CMI) and Controlled Unclassified Information (CUI) will be disclosed to foreign governments and international organizations.

Duties

Services as a Foreign Disclosure technical expert who plans, develops, and implements foreign disclosure policy and procedures while providing direction and guidance on assigned international programs and projects. 11 AF's lead action officer for reviews of Committee on Foreign Investment in the United States (CFIUS) filings. 11 AF's action officer for the Command's Foreign Visitor Program. Supports 11 AF foreign exchange and foreign liaison officer programs. General Support.

  • TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • Per AFGM2017-36-04, dated 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • May occasionally be required to work other than normal duty hours
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • May be required to perform during Exercise and Real-World events. These duties may require additional duty hours and/or alternate duty locations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes the following: (1) mastery and expert knowledge of National Disclosure Policy (NDP) and other policies, directives and instructions that govern the release of classified military information (CMI) and controlled unclassified information (CUI) to foreign governments and international organizations, including ANR/ALCOM operational information, planning documentation, and theater security cooperation initiatives. To arrive at proper conclusions, the position requires the ability to weigh the significance of, and apply to practical effect, laws, regulations, directives, and policies; (2) expert knowledge of US foreign policy and national security goals, as well as factors that may affect foreign disclosure and CFIUS-related adjudications, including regional stability, military and technological capabilities and vulnerabilities, and geopolitical trends; (3) ability to understand complex technical material, analyze national security implications, and determine foreign disclosure actions required to export/transfer to foreign governments, international organizations, or their representatives; (4) ability to effectively write and orally communicate foreign disclosure and export information to various audiences, to include U.S. and foreign governmental staff, senior leadership and executives, and corporate officers. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of National Disclosure Policy (NDP) and DoD policies and directives that govern the release of military information to foreign governments and international organizations. 2. Knowledge of the U.S. information security program, including a firm understanding based on work experience with the classification system, original classification authority, and derivative classification. 3. Knowledge of the missions, functions, and organization of the Department of Defense. 4. Knowledge based on educational and/or career experience of U.S. Government foreign policy goals and the conduct of foreign policy. 5. Knowledge of political-military affairs and demonstrated ability to research and analyze the foreign policy and national security objectives of U.S. partner nations. Ability to demonstrate attention to detail throughout educational and/or career experience. 6. Ability to weigh the significance of, and apply to practical effect, laws, regulations, directives, and policies on operations, plans, and theater security cooperation programs and initiatives. Ability to effectively write and orally communicate foreign disclosure and export information to various audiences, to include U.S. and foreign governmental staff, senior leadership and executives, and corporate officers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
