This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The installation Covers 280,000 acres including Liberty, Long, Tattnall, Evans and Bryan counties in southeast Georgia.

Duties

Prepares plans and technical specifications for, and directs field projects to collect Forest Inventory data on timber stand classification, volume, and growth. Prepares short-range and long-range functional timber management implementation plans for the Installation. Develops policy, objectives, priorities, and the integration of timber management implementation activities into the overall resource plans. Reviews decisions on utilization of the timber resource in light of the effect on the local community and related industries. Inspects forest product harvesting contractor operations to assure compliance with the contract and use of good forestry practices. Recommends action to CoE Resident Forester personnel to ensure contract compliance. Plans and directs insect, disease, and programs involving forest pests. Supervises Forestry Technicians in the Timber Team and the Forestry Inventory Team in work planning and organization, work assignment and review; and performing other supervisory personnel functions. Assigns work to Government and service contract workers based on selective considerations such as difficulty and requirements of assignments. Reviews work of subordinates in progress and upon completion; and keeps subordinates informed of management goals and objectives.

  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Supervisory Forester: A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. OR B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes conducting forest inventories and timber sale preparation to obtain critical resource measurement parameters (i.e. forest cover type, tree diameters, forest products, species composition, tree growth increment, reproductive age, forest fuel accumulations, etc.); and utilizing Geographic Information Systems (GIS) and/or Global Positioning System (GPS) to update forest inventories and prepare timber sales. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Forestry, Forest Technology, Forest Management, Forest Resources Management, Urban Forestry, Natural Resources Conservation, Natural Resources Conservation, Natural Resource Management, Wildlife Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
