This position provides professional expertise and consultation on organizational compliance with environmental health and protection laws, regulations, and policies. Environmental issues include water quality, wastewater, storm water management, and other associated environmental areas.
Duties
As a Physical Scientist (Environmental) in ORF, you will:
Support NIH mission through supporting environmental regulations, programs, and initiatives pertaining to NIH operations.
Evaluate and interpret Federal, State, and local environmental protection and pollution control laws, regulations, and initiatives as they relate to the environmental aspects of biomedical research.
Review proposed actions, complying with environmental reporting requirements, and analyzing and managing environmental management systems.
Visit waste management collection, storage, and disposal facilities to provide inspections, technical assistance and to ensure that NIH activities are performed per environmental compliance requirements.
Serves as the NIH recycling program manager which includes outreach, regulatory reporting, research and implementation of new technologies.
Supports the data analytics program including data governance.
Supports the solid waste, MPW and recycling team regarding compliance inspections, project support and implementation, and federal, state, department and agency data reporting.

Qualifications
In order to qualify for a Physical Scientist (Environmental), GS-1301 position, you must have:
A. A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. A combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.
In addition to the basic requirements above, in order to qualify for a Physical Scientist (Environmental), GS-1301 position at the GS-11 level, you must:
A. have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a related field.
OR
B. have 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating pollution sources in facilities and implementing measures to reduce pollution; conducting site visits to collect and analyze environmental impact data during facility construction; examining construction project plans for stormwater management; and participating in feasibility studies to develop solutions for the protection and improvement of air, water, land and energy resources.
OR
C. have a combination of post baccalaureate education in a related field, and experience that meets 100% of the qualification requirements for this position.
In addition to the basic requirements above, in order to qualify for a Physical Scientist (Environmental), GS-1301 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing engineering assessments of proposed pollution control methods and plans; reviewing environmental engineering designs and specifications to ensure construction project plans support requirements; developing solutions to mitigate and contain hazards through hazardous waste management studies; and creating processes and systems to control, manage, and improve the quality of water, air, and soil.
