This position provides technical expertise and project leadership necessary to advance strategic initiatives in the use and effectiveness of data- and knowledge-driven methods in the organization. This position is located in the Analysis, Informatics and Automation (AIA) Branch within the Division of Planning, Analysis and Information Management (DPAIM) of the Center for Scientific Review (CSR).
Duties
Identify strategies and implement approaches to understand and respond to the evolving research data needs of the IC staff, including chairing working groups such as a Data Science Needs Working Group or a Data Science Advisory Group.
Initiate working with other data scientists, informaticists, and computer scientists in advancing novel data science methods and resources.
Lead or otherwise contribute in the design and implementation and integration of knowledge-based solutions, including tools, techniques, and practices, that broaden the use of IC data sets and knowledgebases.
Provide statistical and computational tools for biologically based activities, such as genetic analysis, measurement of gene expression, or gene function determination.
Coordinate and integrate activities of the technical IT staff and the scientific program staff and administrative offices pertaining to the exploration, acquisition, development, and implementation of data science tools and applications.
Oversee, lead, or administer the procurement or design and development of solutions to data analysis and scientific computing problems using programming languages such as R, Python, SQL, Scala, Java, C/C++, and Julia.

Qualifications
To qualify for a Physical Scientist (Data Scientist) position GS-1301-14 position, you must have:
A) A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics;
OR
B) A combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition, in order to qualify for a Physical Scientist (Data Scientist) position , at the GS-1301-14 level, you must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing data-related strategies and/or policies by partnering with stakeholders (e.g., researchers, leadership) to build consensus around data standardization, integration, and sharing processes; providing oversight and guidance on creating and modifying applications using programming languages (e.g., R, Python, SQL, Scala, Java, C/C++, Julia) to facilitate data clean-up, standardization, analysis, and retrieval efforts across an organization; presenting findings to senior-level leadership through data visualization techniques (e.g., interactive dashboards, charts, graphs) using programming (e.g., R, Python, SQL, Scala, Java, C/C++, Julia) or software packages (e.g., MatLab, Tableau); providing oversight and guidance on advanced predictive analytic methods, such as Natural Language Processing (NLP), machine/deep learning, and other advanced Artificial Intelligence (A.I.) tools to derive insights from complex data sets (e.g., high volume, multidimensionality, complex structure); and leading a team in data generation, curation, storage, analysis, visualization, and/or interpretation to accomplish project objectives.
