The primary purpose of this position is to enhance operations within the Information Warfare Training and Research Environment and act as an Information Warfare Subject Matter Expert while coordinating and planning events and interacting with organizations and advise on technologies and capabilities that will improve upon and shape of unit readiness and effectiveness.

Duties

Plan, organize, and execute a wide range of complex activities involving the local Training Integration Experimentation and Research (TIER) events. Represent local agency in various forums and levels to provide briefings and expand relationship and business partnerships. Regularly attends working groups to address Information Warfare training requirements and develops guidance on Information Warfare tactics, techniques, and procedures. Function as an Information Warfare technical advisor on technologies and capabilities to enhance Information Warfare Training and Research Environment. Act as local project leader or team member on broad range of issues, problems, and policies associated with increasing the availability and capability of Information Warfare Training and Research Environment.

  • Must be able to obtain and maintain a special-sensitive security clearance/Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed
  • Travel and relocation expenses will not be paid
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Position is a Testing Designated Position, employee may be subject to initial and random drug testing
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Shift work and emergency overtime may be required
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained assisting in the gathering of information, identifying and analyzing issues, developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in programs but not limited to Information Warfare disciplines to include Intelligence, Surveillance, and Reconnaissance (ISR), Cyberspace Operations (CO), Weather (WX), Information Operations (IO), Electromagnetic Spectrum Operations (EMSO), and Public Affairs (PA). Knowledge of program development and oversight duties to include the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of planning actions related to actual events and managing relationship of the various command entities involved in overall program planning and execution of operations and evaluations. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad and multifaceted topics. Skills to effectively organize and manage operations during exercise style events; to include people and scenario. Ability to plan and organize studies or projects and to negotiate effectively with partners to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
