About the Position: This position is with the U.S. Army Corps of Engineers, Philadelphia District, Engineering & Construction Division, Design Branch, Geotechnical Section.
Duties
As Chief, Geotechnical Section you will complete engineering and geological reports and design analysis for higher echelon approval during pre-project and project development phases.
Analyze and appraise performance data (instrumentation) for embankment and foundation
conditions for construction and post-construction phase activities.
Perform site assessments; soil and water investigations; chemical sampling and laboratory testing; groundwater modeling; remedial design and construction oversight; and OSHA health and safety training.
Plan and assign work establishing priorities and deadlines, considering relative difficulty of the
work and capabilities of employees.
Receive and attempt to resolve complaints by employees, referring to supervisor those of a serious or unresolved nature.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to submit a Confidential Financial Disclosure Report (OGE450) upon entry into position and annually thereafter.
- This position requires you to obtain and maintain a Valid State Driver’s License within 30 days of employment.
- The duties of this position require travel up to approximately 25% of the time.
- May be required to serve a Supervisory probationary period of one year.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Independently performing analysis and developing designs for geotechnical features of large and small projects such as deep foundations, shallow foundations, slope stability, seepage, instrumentation, etc.; 2) Leading project teams in the development of plans, design specifications, and geotechnical studies for large or a combination of smaller engineering projects; 3) Planning and performing complex geotechnical site evaluations, subsurface/geotechnical investigations and testing programs; 4) Preparing detailed reports, technical papers, drawings and specifications pertaining to geotechnical engineering; and 5) Maintaining scope, schedule, and budget on several different projects of varying complexity simultaneously.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
