Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Immediate Office of the Executive Assistant Commissioner, Workforce Care Directorate, located in Washington, DC.

Duties

Joining Customs & Border Protection (CBP), Workforce Care Directorate (WCD), will allow you to utilize your expertise in communications to lead the strategic communications portfolio and serve as a strategic advisor to management on workforce care issues. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10). Apply for this exciting opportunity to strengthen the Department's ability to perform homeland security functions by directing and managing communication activities, plans, and tools to support CBP's workforce care resources and strategic communication objectives. In this Strategic Communications Specialist position you will become a key team member of Homeland Security professionals involved in overseeing a highly sensitive program area for which the scope is agency wide; developing new and more effective communication methods, strategies, and communication plans; presenting information on a wide variety of subjects, using a full array of written, oral, and web-based presentation formats and techniques; and evaluating decision the appropriateness of existing communication strategies and plans. Typical Work assignments include: Leading the strategic communications portfolio of WCD to include directing and managing communication activities, plans, and tools to support CBP's workforce care resources and strategic communication objectives. Providing expert advice or recommendations as the strategic advisor to management involving communication issues to the senior leadership within the office. Writing and editing materials, such as reports, regulations, articles, newsletters, news releases, training materials, brochures, interpretive handbooks, pamphlets, guidebooks, reference materials, plans, speeches, and scripts. Developing service-wide strategies and programs that ensure communication and outreach to customers and stakeholders is of the highest quality. Analyzing organizational-specific policy issues to identify and to anticipate communication needs and potential reaction from stakeholders. Administering and performing work involved in establishing and maintaining mutual communication between employees, management, and the general public and various other pertinent publics including internal or external, to include coordination with the Office of Public Affairs (OPA) and various media outlets.

Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing strategic direction for communications and digital media. Developing communication products such as talking points/scripts, workforce messages, graphics, brochures, and audio/video communications. Developing communications for external audiences to include responses to media inquiries, Congressional inquiries, press briefings, talking points, and other external engagements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/09/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
