This position is located in Pacific West Regional Office, Interior Regions 8, 9, 10, and 12, in the Wildland Fire and Aviation Branch in the Division of Visitor and Resource Protection. ONE position is available at any of the duty stations listed on this announcement.

Duties

Position will serve as the Regional Fire Management Officer for Interior Regions 8, 9, 10 and 12, otherwise referred to as the Legacy Pacific Western Region. Serves as a Subject-Matter-Expert (SME) authority providing specialized and professional guidance and advice to the Regional Director and staff, park fire management personnel and superintendents in a multi-state, multi-cluster region. Responsibilities include program review, inter-park and interagency coordination, and leadership for the region's fire management program. Assures consistency of application of department, national and regional policy at the park level by review of park fire management and operational fire plans. Coordinates and confers with a variety of other fire management agencies' upper-level professionals and regulatory agencies from states located within the Pacific West Region and at the National Level. Evaluates the needs of the regional fire management program in terms of policy implementation, and technology transfer needs and designs programs of action to address gaps of proficiency and ability to implement a state-of-the-art fire management program. Serves as an expert or consultant, speaking for the service as needed at professional meetings and symposia. Serve as an expert, consultant, and/or instructor at the regional and national levels in fire leadership, command, risk management, and in national coordination exercises. Qualifications

All qualifications must be met by the closing date of this announcement 09/17/2024, unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. SELECTIVE FACTORS: The applicant must have possessed all the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position: Applicants must provide an ICQS Master Record or equivalent documentation to be considered. 1. ICT3 (Incident Commander Type 3) -or- T2 C&G (Type 2 Command and General Staff) -or- RXB2 (Prescribed Fire Burn Boss Type2) Secondary Core Requirement 3. The NWCG trainings of M-581 (Fire Program Management) -or- M-582 (Fire Program Management, Leading Complex Programs) -AND- SELECTIVE FACTOR: Candidates must possess substantial wildland firefighting experience, gained through fire line work in containment, control, suppression or use of wildland fire. You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered. Substantial wildland firefighting experience is required to meet qualifications for secondary (administrative) covered positions. The Department of Interior defines wildland firefighting experience as: On-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fires as follows: Wildfire: Unplanned ignitions or prescribed fires that are declared wildfires. Prescribed Fires: Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered. -AND- SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the next lower grade level is required in addition to meeting the basic qualification requirements. Candidates must possess at least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service. Examples of specialized experience: Managing, directing, and evaluating a fully integrated wildland and/or prescribed fire management program. Developing, coordinating, and implementing a full fire program budget. Negotiating, managing, and implementing agreements with cooperators. Forming and maintaining liaison with entities external to the organization and speaking for the organization on fire management program issues. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
