This position is location in the Resource and Visitor Protection Division at Sequoia and Kings Canyon National Parks under the Branch of Fire and Aviation Management. One position is available. 2 duty stations are listed in this vacancy, 1) Three Rivers, CA (Sequoia National Park); 2) Grant Grove (Kings Canyon National Park).
Duties
Serves as the Assistant Fire Management Officer (FMO) of Operations for wildland and structural fire management activities, also serves as the staff specialist and subject matter expert on wildland and structural fire science.
Insures that fire operations are in conformance with appropriate National Park Service, National Fire Protection Association and OSHA standards. Works with the Chief of Fire and Aviation Management to conduct readiness inspections of company equipment and personnel to insure they are fire ready.
Directs and coordinates subordinate staff specialist in prescribed fire management, wildland fire management, fire aviation operations, and fire support dispatching activities.
Develops long-range plans for the wildland fire and structural fire program. Coordinates activities necessary to comply with the National Environmental Policy Act and other legal policy requirements. Works closely with the Fire Program Management Assistant and the Chief Fire and Aviation Management for overall program direction and coordinates actions with the PWRO and WASO Branch of Fire Management as well as other park divisions. Provides overall direction for the park's wildland and structural fire training program. Establishes short and long term training objectives and priorities.
Independently performs complex analyses, chooses alternatives and makes management action decisions on wildland fire incidents. Deals with a variety of complex technical problems relating to fire weather, smoke management fire behavior and computer modeling. Identifies problems, researches alternatives and develops techniques needed to solve problems. Develops work plans, selects, modifies and devises procedures to cover operations. Performs duties without technical guidance from supervisor.

Qualifications
All qualifications must be met by the closing date of this announcement-03/22/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Selective Factor: This is an administrative position in an organization having a firefighting mission and is clearly in an established career path. Prior firefighting experience, as gained by substantial service in a primary firefighter position or equivalent experience outside the Federal government is a MANDATORY PREREQUISITE. Wildland firefighting experience is required to meet qualifications for secondary (administrative) covered positions. The Department of Interior defines wildland firefighting experience as: On-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fires as follows: Wildfire: Unplanned ignitions or prescribed fires that are declared wildfires. Prescribed Fires: Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.

In addition, to qualify for this position, you must possess the following specialized experience: One year of specialized experience equivalent to GS-11 level in the Federal service. Specialized experience must have included all of the following fire program management elements: Prescribed Fire/Fuels Management: Experience in a broad range of prescribed fire/fuels management activities such as: 1) inventory methods and procedures, 2) fuel treatment methods and programming, 3) land use planning and environmental coordination, and 4) evaluating prescribed burn plans or fire management plans to ensure containment is possible and identify contingencies if containment is not obtained.
AND/OR -Fire Management Operations: Experience analyzing and applying fire management strategies, plus experience in at least five of the following activities: mobilization and dispatch coordination, fire prevention and education, training, logistics, equipment development and deployment, fire communication systems, suppression and preparedness, and aviation. You must clearly document this experience in your resume.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
This is a secondary-administrative firefighter position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. FERS TRANSITION REQUIREMENT: To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). It is the responsibility of the applicant to ensure this office has enough information to determine your special retirement status to ensure you do not lose benefits (normally through submission of your work history or other documentation that demonstrates work history of approved covered positions). You must let this office know if you are in a Primary coverage position.

There is no educational qualifications for the GS-0456 Wildland Firefighter occupational series at the GS-12 grade level.
