About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Serve as the Cyber Operations Branch Chief in the Cyber Security Division and as a Senior Information Assurance specialist in the Army Information Assurance Program for all IT assets under the in accordance with Army regulations.
Provide advice and guidance concerning Information Assurance (IA)/Cyber Security matters to the Cyber Security Division Chief, SANEC and the serviced Gillem Enclave and outlying Tenants.
Review and evaluate the impact of new systems or system changes against DoD and Army IA/Cyber security configuration management, architecture,
and network security standards and requirements, to include existing or proposed interfaces with other computerized systems.
Review computer system techniques for accessing files and the total system, to assure data, equipment, and files are not compromised.
Provide technical security advice and assistance on the design, development, integration, implementation, and operation of all ICAN management information systems.
Manage certification of Protective Distribution Systems (PDS) for use by various Installation organizations. Manages completion of TEMPEST packages for submission to the Army Certified TEMPEST Technical Authority (CTTA).
Ensure all IS and Commercial off the Shelf (COTS)/Government off the Shelf (GOTS) within the area of responsibility are properly certified and accredited in accordance with the DIACAP and configuration
management policies and practices prior to installing devices/systems on the production ICAN.
Exercise direct supervision and control over civilian staff consisting of administrative, technical, and support personnel. Plans and assigns work to be accomplished by subordinates
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This is a Special Sensitive position under the provision of DOD Directive 5200.2R and AR 380-67. The incumbent is required to obtain and maintain a TOP SECRET clearance with Sensitive Compartmented Information (SCI) access.
- Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
- The employee may be required to work overtime, on-call, holidays, or weekends based on mission needs.
- Driver’s license is required to operate a motor vehicle to travel to supported facilities or Stand-Alone supported sites.
- This is an Information Assurance Workforce Improvement Program position. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the certification/recertification for this position.
- May be required to work shift work if the organization moves to 24 – 7 operations.
- Nondisclosure Agreement: This position requires access to classified information. Incumbent of the position will be required to complete a Standard Form (SF) 312, Classified Information Nondisclosure Agreement (NDA).
- This position is designated as an adverse weather position. The incumbent may be required to remain on duty or report for duty during severe weather or other installation closings.

To qualify based on your experience, your resume must clearly describe the following quality experience:
providing expert technical advice and guidance on cybersecurity or information systems security; ensuring cybersecurity programs are in compliance with current policies and procedures; applying methods to resolve complex Information Technology issues; and leading team members through an assignment, project, or problem to be solved.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
