Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
Duties
Serve as an advisor regarding regulatory compliance, enforcement, and policy issues with appropriate divisions, offices, other groups and individuals within Office of Refugee Resettlement (ORR) and Administration for Children & Families (ACF).
Oversees the planning and development of child welfare and administrative adjudication regulatory strategies and actions.
Provides advice, consultation, and technical assistance on child welfare and administrative adjudication regulatory strategies and actions.

Qualifications
Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.
Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a 4-year bachelor's or higher degree in behavioral or social science from an accredited college or university; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Minimum Qualifications:
GS-13: You must possess at least one year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
Serving as an editor in drafting regulatory documents including policy initiatives, and comments and reports;
Writing, editing, and developing regulations for legal programs;
Resolving a broad range of issues concerning the application of legislation, settlement agreements, pertinent regulations, and/or general legislation affecting the operation of the Federal government;
Developing, managing, and coordinating reviews and analyses of complex policy issues to provide appropriate policy advice and recommendations and to develop new methods and new approaches.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
