Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
Duties
If selected for this position, you will join a well-respected team that is responsible for supporting a full range of Senior Enforcement Advisor duties within the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of Civil Rights, Office of the Enforcement Division.
Typical work assignments include:
-Providing expert advice and guidance to Office for Civil Rights' senior leadership, regulatory partners, health care providers, health plans, health clearinghouses, privacy groups, civil rights organizations and others on data-driven case management operations, OCR's legal authorities, regulatory agenda, and public-facing resources.
-Implementing nationwide compliance and enforcement programs and policies to protect the privacy of protected health information held by health insurers and certain health care providers and to protect the public from discrimination in certain healthcare and social service programs.
-Enforcing Federal laws and regulations related to civil rights, conscience protections, and health information privacy.
-providing the functional expertise, advise, assistance, and coordination necessary to plan, coordinate, and execute activities necessary to timely process and resolve complaints, and to determine compliance with and enforce, as necessary, the requirements of the HIPAA Privacy and Security Rules, the Patient Safety and Quality Improvement Act confidentiality protections, civil rights, conscience and other authorities delegated to Office of Civil Rights.

Qualifications
Specialized Experience:
GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below:
Providing guidance in federal civil rights laws, regulations, and case law in civil rights, or conscience protections, or health information privacy laws;
Conducting investigations and recommending possible resolutions of complaints and compliance reviews;
Providing technical assistance, and public education on civil rights, or conscience protections, or health information privacy laws;
Providing training materials/guidance in case law in civil rights, or conscience protections, or health information privacy laws; and
Providing recommendations on civil rights, or conscience protections, or health information privacy matters as a team lead or consultant.
Specialized Experience:
GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below:
Providing comprehensive guidance in federal civil rights laws, regulations, and case law in civil rights, or conscience protections, or health information privacy laws;
Developing and implementing compliance and enforcement strategies, including investigating and recommending possible resolution of complaints and compliance reviews;
Providing guidance, technical assistance, and public education on civil rights, or conscience protections, or health information privacy laws;
Providing training materials/guidance in case law in civil rights, or conscience protections, or health information privacy laws; and
Providing expert recommendations on civil rights, or conscience protections, or health information privacy matters as a team lead or consultant.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
