Duties

Serving as a Safety and Occupational Health Specialist GS-0018-9 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in Environmental and Safety Branch (ESB), Facilities Management Division under the Mission and Readiness Support Directorate (MRSD) and located in Glynco, Georgia. The primary purpose of this position is ensuring that operations and activities are performed safely and in accordance with established policy and procedures. Typical duties include: The Safety Specialist assists in drafting guidance and instructions for various safety policy decisions. Assists in developing and implementing essential portions of the OSH program. Assists in evaluating and monitoring OSH program execution at all FLETC locations to determine compliance with applicable standards and adequacy in protecting the safety and health of employees and the public. Provides technical safety and health education and training for all FLETC employees. Assist in developing safety training programs to fulfill the development requirements of a diverse workforce engaged in hazardous occupations that include routine exposure to airborne contaminants, use of explosives, live fire training exercises, and high-speed vehicle operation. Assists in evaluating exposure of FLETC employees to various hazards and identifies what personal protective equipment is required, how it should be utilized, and how training should be provided. Requirements

  • Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.
  • Bargaining Unit: This is a bargaining unit covered position, represented under the National Treasury Employees Union (NTEU).
  • Must possess and maintain a valid state issued driver's license to conduct official government business.
  • You will need to set up direct deposit so we can pay you.
  • This position is eligible for situational-only telework based on agency policy.
  • Travel of 25% or less may be required.
  • Overtime may be required.
  • Position is Emergency Essential required to sustain operations under all conditions such as in the event of a localized emergency situation and/or to ensure Continuity of Operations.
  • Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • Must be able to meet job-related medical and/or fitness standards. Subject to an initial and annual physical examination that measures visual, hearing, and physical acuity.
  • Must be able to obtain and maintain Hazardous Waste Management Certification.
  • Must be able to obtain and maintain Hazardous Materials Handling Certification DOT 49 CFR - (Nos. 1 and 2 are annual requirements for manifest signature authority and hazardous waste handling).

Specialized Experience: For the GS-09 grade level: Applicants must possess at least one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service compiling and assisting in the analysis of data from injuries/accidents, building inspections, fire protection equipment inspections. -OR- Successful completion of a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with major study in the safety and occupational health field (safety, occupational health, industrial hygiene), or in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. -OR- An equivalent combination of graduate level education and specialized experience as listed above. Only graduate education beyond the first 18 semester hours will be combined with the specialized experience. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Work Environment: Onsite evaluations and inspections involve exposure to inclement weather (primarily high heat and humidity), operating equipment, machinery, firearms, vehicle emissions, chemicals, hazardous and biological wastes, dust, vapors, and fumes, and high noise levels. Protective gear is required. Significant and sometime prolonged periods of the position's time also involve performing sedentary tasks in an office setting. Physical Demands: The work requires inspection of field sites, construction sites, and wide variety of physical structures and scenarios necessitating frequent walking, prolonged standing, occasional climbing and occasionally carrying, moderately heavy equipment.
