About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Schofield Barracks, Hawaii. This is a TERM position, not to exceed 13 months. This position cannot be made permanent.

Duties

Manages the Installation Information Assurance Program for the 30th Signal Battalion/Network Enterprise Center (30th SIG BN/NEC) to include US Army Garrison HI (USAG-HI), 25th ID, 8th TSC, US Army Pacific (USARPAC). Serves as the Senior Alternate Information Assurance Manager (IAM) and Senior Alternate Information Assurance Officer (IAO) for the 30th SIG BN/NEC. Responsible for the protection of information systems and network assets, processes, hardware/software components and equipment in the Information Technology (IT) and telecommunication environment. Implements an Information Assurance Security Program (ISSP) that provides protection for all IT assets connected to installation and ensures IT systems or hardware/software components are accredited. Coordinates status to higher headquarters on related Information Assurance (IA) Program (IAP) objectives and sub-disciplines, IA Vulnerabilities (IAVM), IA Workforce Training, IA Metrics and IA/IT system and network certification in Region Hawaii.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must obtain and maintain a TOP SECRET security clearance.
  • Must obtain or meet and maintain, at minimum, CASP (+) Certification. All certifications must be met within six months of entrance on duty.
  • The incumbent is required to undergo urinalysis testing at the discretion of the commander or supervisor and sign a “Condition of Employment for Certain Civilian Positions Identified as Critical under the Drug Abuse Testing Program.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • Call back and emergency duty are regular requirements of this position.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
