About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Determines internal work distribution and organization, ensuring assignments provide technical and program/project direction and policy interpretation. Participates in the preparation of IT budgets. Identifies and addresses IT workforce planning and management issues for the S3, such as recruitment, retention and training. Provides instructions to subordinates to include objectives, suspense's, reporting procedures, and general guidance concerning controversial aspects of work. Makes decisions on work problems presented by subordinates. Directs the work and provides overall management and direction through a subordinate supervisor, reviews work schedules, assigns work and evaluates work performance. Develops and maintains strategic IT plans, defining current and future business environments supporting the local NECs (LNECs) at Fort Shafter, Kwajalein Atoll and Pohakuloa Training Area (PTA). Performs technical reviews of engineering implementation plans to ensure new systems comply with plans, architecture and policies. Collaborates with division chiefs on the implementation of new systems. Leads task force efforts to develop new information management approaches and policies, to resolve critical problems with existing systems, and integrate new systems with existing systems. Ensures the rigorous application of information security/information assurance policies, principles, and practices in the delivery of planning and management services. Develops and publishes battalion plans and orders. Leads the development of the Battalion Continuity of Operations (COOP) and Disaster Recovery Plan (DRP). Initiates conceptual studies and strategies to meet future goals and objectives taking into account unknown factors such as future policy, economics, politics and physical/social environment. Maintains contact with technical officials at DoD, DA, USARPAC, 311th Signal Command and private industry for the purpose of developing the Signal Battalion's architectures, policies and courses of action. Represents the S3 at conferences, meetings and seminars. Has authority to speak for the S3 on all information management architecture, policy and system design issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Position requires 25% travel.
  • The incumbent must be able to obtain and maintain a top-secret security clearance based on an SSBI.
  • Employee will be required to attain IAM Level 2 training and certifications within six months of assuming this position.
  • The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. As a result, the employee will be required to carry a government issued cellular telephone in support of on-call missions.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Basic Requirement for Supervisory Information Technology Specialist (POLICY AND PLANNING): To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Specialized and Other Experience: One year of specialized experience which includes performing IT work applying, project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and using data analytics in evaluating and reporting on accomplishments, risks, and issues sufficient to manage assigned projects to Interpret IT planning and policy objectives to plan for future IT systems to meet the needs of the organization and users using such systems. 3-5 Years of proven organizational leadership, leading teams and executing signal operations. Examples of such experience for the GS-13 could include: -Using data analysis, overseeing project plans, developing budgets, strategic workforce planning, the ability to read and translate data into meaningful written and/or oral reports, presentations, visuals, or a dashboard. - Experience using data analysis to communicate detailed technical information to nontechnical personnel, such as preparing and presenting briefings to senior management officials. - Performs audits, assessments, and evaluations of IT programs and projects to measure and evaluate IT systems and performance and/or capital planning. AND In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below. - Attention to Detail, such as conducting assessments, and evaluations of complex, extensive IT programs and projects, escalating risks and issues. - Customer Service, such as applying efforts to improve IT spending data accountability and transparency to drive mission value and improve customer experience through technology. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
