In this position you will serve as the element lead and supervisor of the Cyber Contested Environment Laboratory performing professional scientific/engineering work in support of projects/programs pertaining to the developmental test and evaluation of Department of Defense (DOD).

Plans work to be accomplished by subordinates, sets, and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Providing planning, directing, organizing, and exercising control over nonsupervisory employees The incumbent works with the test teams to assure an integrated approach to test activities. This includes the identification and appropriation of test requirements and resources including modeling and simulation capabilities, system integration Laboratory support, flight and ground instrumentation support, data analysis systems, ground based test facilities, integration of weapon systems and subsystems including command, control communications, computers, cyber, intelligence, surveillance, reconnaissance (C5ISR), offensive and defensive avionics systems and related support systems test Serves as a consultant and expert in electronics engineering, computer engineering or computer science work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems

In order to qualify, you must meet the individual occupational requirements for Professional Engineering Positions located here or the Computer Science Series located here. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experience is experience working on military aircraft offensive and defensive avionics systems, subsystems, and required support systems or equipment; knowledge and experiences in multiple engineering disciplines. Desired Skills: 3-5 years of experience in supervising and leading a small group 1-2 years of experience managing a laboratory in the development and research of new technology and field solutions to meet internal requirements is highly desired. 2 years of experience implementing software or hardware to augment tools and equipment used in testing weapons systems is highly desired. At least 2 years' experience as Electrical/Electronic Engineer, Computer Scientist or Computer Engineer required. Knowledge, Skills, and Abilities: 1. Knowledge of professional concepts, principles, techniques, and practices of specialized multiple engineering disciplines. 2. Knowledge of integrated aerospace vehicles, ground systems or related systems/subsystems. 4. Knowledge of flight and laboratory air vehicle test conduct, coordination and supervision, data analysis/evaluation and applicable flight test truth sources, modeling and simulation, technical report preparation, and administrative aspects of flight test programs. 5. Ability to use modern computer software applications in support of communications and presentations. 6. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions. 7. Ability to plan and organize work and coordinate/communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations. 8. Knowledge to evaluate complex programs to ensure that system cybersecurity requirements, interfaces, capabilities and program factors are considered in planning, monitoring, and reviewing cybersecurity artifacts, system security engineering documents, and RMF system security plans as part of the acquisition process. 9. Ability to maintain good working relations and to provide technical leadership or project management oversight.

Education

Basic requirements for 0855, 0801, and 0854:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Basic requirements for 1550:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
