The NASA Engineering and Safety Center (NESC) Chief Engineer performs value-added independent in-depth technical assessments; independent engineering and safety and mission assurance trend analysis; independent systems engineering analysis; and supports major programs or institutions in the resolution of technical issues.

Duties

The Chief Engineer, NESC (AFRC): Performs independent in-depth technical assessments; independent engineering and safety and mission assurance trend analysis; independent systems engineering analysis; and supports major programs or institutions in the resolution of technical issues. Provides direct insight into the major programs and provides NESC expertise and resources external to the program/project to resolve issues. Stays current on all issues and supports the programs and institutions at resident Center. Negotiates with Center and Program leaders for use of Center resources in support of NESC Technical Assessments and implementation of NESC recommendations. Identifies, assesses, mitigates, and prioritizes technical risks in programs and projects and recommends actions to initiate, modify, or discontinue projects based on technical evaluations. Fosters regular open communication with the program's Safety and Mission Assurance (SMA), programs/projects at resident Center and engineering communities at resident Center. Participates on boards/panels, contributes to Technical Discipline Teams and supports Principal Engineers with assessments. Serves as a voting member of the NESC Review Board (NRB). Reviews assessment requests, clarifies issues, performs risk assessments, recommends NESC courses of action, develops associated cost ROM, and presents information to NRB. Serves as a non-voting member of their respective Program's technical review boards, with authority to request action from the program/board. Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA. Requirements

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of random drug screening may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

Candidates must be a recognized subject matter expert with at least 1 year of directly related experience equivalent to the GS-15 level in cross-cutting and/or multi-disciplined engineering fields in evaluating programs' technical decisions and supporting rationale; determining if and when independent assessments and/or technical support are warranted; and advising stakeholders through open communication on program issues (e.g., alternate technical positions, problem resolution, design trades, etc.). The examples of major NASA programs for NESC review include, but are not limited to: International Space Station, Commercial Crew, Space Launch System, Multi-Purpose Crew Vehicle, NASA Science and Aeronautics Programs, and Mars Exploration.
