Duties
As an HR SPEC (EMPLOYEE BENEFITS), GS-0201-11, you will:
This position is located in the Human Resources Office (HRO) servicing Army and Air National Guard technicians. The primary purpose of this position is to serve as the statewide functional expert and point of contact with management, supervisors and employees in the administration of the employee benefits program.
Requirements

- Required to obtain and maintain a secret security clearance.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
Qualifications
MINIMUM EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: GS-0201-9/11- Applicant must have the following experience:
GS-09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs.
Skill in performing personnel program requirements that involve advising supervisors and managers.
Knowledge of National Guard missions, organizations, and federal civilian or military personnel programs.
Knowledge of standardized fact-finding and research techniques to gather and analyze information related to human resources.
Knowledge of other HRO specializations, i.e. Recruitment and Placement, Classification, Human Resources (HR) Development, Employee Relations, Labor Relations, etc., for purposes of interacting and resolving specific issues.
Knowledge of the injury compensation program.
Knowledge of federal retirement systems.
GS-11: Must have at least one-year specialized experiences at the GS-09 level or the equivalent.
Skill in applying standardized principles, practices, and procedures necessary to administer the Injury Compensation Program.
Skill in preparing and presenting trainings/briefings for managers, supervisors, and employees on procedures, policies, and requirements of the Injury Compensation Program.
Skill in advising management and counseling employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA).
Skill in administering benefits programs and providing advice to managers, supervisors, and individuals who plan to enter on military duty about provisions of the law covering the Uniformed Services Employment and Reemployment Rights Act.
Skill in the administration of the Civil Service Retirement Program (CSRS) and the Federal Employees Retirement System (FERS).
Statement of Difference: The incumbent selected will meet the experience and educational requirements for entry at the developmental level. A locally developed Individual Development Plan (IDP) will be established for the incumbent. This plan will be designed to provide the individual selected with the opportunity to gain the formal on-the-job training for the position. This allows the individual to gain the required knowledge, experience and skills required for promotion to the full operating level of the GS-11 level. The Supervisor and Human Resources Office will be responsible for ensuring the incumbent is performing the full scope of duties and responsibilities listed within the statement of difference when working under normal supervisory controls prior to allowing the individual to be promoted.

Substitution of Education for Specialized Experience - Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified.
