This National Guard position is for a SUPERVISORY HR SPECIALIST (MILITARY), Position Description Number NGD2697000 and is part of 114 FSS SQ in Sioux Falls, SD. This is a Title 32, excepted service position. Duties

As a SUPERVISORY HR SPECIALIST (MILITARY), GS-0201-12, you will: This position is located at an Air National Guard (ANG) Wing, Mission Support Group, Force Support Squadron or Flight. The primary purpose of this position is to serve as the supervisor over the Force Development, Commander's Support Staff, Sustainment Services Flight, Military Personnel Flight and Airman and Family Programs within the Force Support Squadron. May serve as the full-time representative of the Commander. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification.

  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work other than normal duty hours; comp-time or overtime may be required.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Service members in the rank of SMSgt - CMSgt are eligible to apply. Selected individual must be assigned to a compatible military position in the following AFSC upon date of hire: The member must qualify for 3FX00 AFSCs (3F000/3F100/3F200/3F500) per AFECD. Aptitude scores can be checked on the vMPF or at the Customer Service in the Force Support Squadron and physical profile in the medical squadron. Military grade inversion within the full-time work force is not permitted. The military grade of the full-time supervisor must equal or exceed the military grade of personnel supervised. GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences as a GS-10, GS-11, or the equivalent in regard to human resources programs, such as federal civilian, military, or National Guard technician personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have working knowledge of the Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include strategic sourcing. Experienced in performing military personnel activations, deployments, and redeployments. Knowledge of readiness status reports and their direct use by managers or commanders. Competent in writing, designing, formatting, publishing, and presenting specific program assigned work to peers and immediate supervisors at workshops or special committee meetings. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian and military promotions. Experienced in conducting reenlistments, assignment and reassignment actions, human resources development programs, education and training policy requirements, retraining procedures, or retirements. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in personnel plans, programs, and policies, and advised others on their implementation activities. Skilled in applying program directives, policies, and training manuals. Knowledgeable on manpower resources and allocations in support of the Army and Air National Guard planning, programming, budgeting and implementing procedures. Working knowledge in merit principles, prohibited practices, performance management, and productivity programs; and, experienced formulating process improvement, best practices, and performance techniques. Specialized Experience Qualifications for the GS-0201-12 Supervisory Positions: Must meet the non-supervisory GS-0201-12 qualifications (listed above); plus, have specialized experiences in career broadening human resources programs such as, leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. The individual must have experiences that included guiding employees on human resources military and/or civilian program tasks. Experienced in conducting employee performance evaluations; mentoring junior officers, enlisted employees, and federal civilians; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in leading people and human resources personnel activities that included directing and assigning tasks and projects. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working within merit principles, equal employment, and affirmative action guidelines.
