Duties
The incumbent utilizes Facility Management Software Systems for cost effective management of assets. Performs and maintains asset inventories and condition assessments for the purpose of developing deferred maintenance costs. Plans, schedules and directs work to operate facilities and assets at their most effective level. Evaluates planned and actual costs of routine work orders and updates as required. Reviews reports to prioritize asset needs and communicates annual project needs to the Chief of Facility Management. Works with park staff in developing facility projects in the Project Management Information System (PMIS). Reviews and ensures accurate and timely records of park staff are entered into the FMSS databases. Randomly selects and reviews work requests, work reports, and other information entered into the FMSS system for accuracy.
Establishes project scope, goals, objectives, deliverables, compliance requirements, and alternatives for maintenance projects and works in concert with internal and external professionals for projects outside the incumbent's scope of work. Serves as Contracting Officers Technical Representative on contracted work at PETR. The incumbent leads four laborers and maintenance workers ranging in grades up to WG-8, year round, performing park maintenance operations such as custodial, grounds, and building maintenace. Incumbent may also lead Youth Conservation Crews, VIP's and other workers provided from other community programs.
Constructs and rehabilitates roadbed by grading, cleans out drainage devices and removing vegetation from the traveled way and shoulders. Operates a variety of motorized vehicles and equipment, including dump truck and-trailer with, a combined weight of 60,000 pound GVW and attachments, including front end loaders, back hoe, drag blade, and post pounder. Incumbent works with crew in the maintaining of roads and trails, repairing drainage erosion, maintaining the surfacing of the roads and trails.
Qualifications

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Minimum Qualifications: Have at least one (1) year of specialized work experience equivalent to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: Utilized Facility Management Software Systems for cost effective management of assets. Performed and maintained assets inventories and condition assessments for the purpose of developing deferred maintenance costs. Determined asset priority index, deferred maintenance costs, current replacement values and facility condition index.
- OR -Master's or equivalent graduate degree- OR -2 full years of progressively higher level graduate education leading to such a degree.- OR - LL.B. or J.D., if related.
- OR -Combination of experience and education that, when combined, equals 100% of the total requirement. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
