This position is located in the Defense Legal Services Agency (DLSA). Office of Military Commissions, Office of the Chief Prosecutor. The Office of the Chief Prosecutor is responsible for prosecuting enemy belligerents detained under the Law of War and Accused of War Crimes under the Military Commissions Act of 2009, The incumbent serves as a senior specialist providing the paralegal support necessary to fulfill the statutory functions and mission of the office.

Duties

Incumbent typical work assignments may include the following: Works with attorneys in the assigned organization to provide responsive paralegal support for critical, high-profile and time-sensitive cases being conducted by the agency. Provides substantive legal analysis in support of the assigned attorneys in the Office of the Chief Prosecutor, requiring detailed knowledge of a diverse combination of case law, government policies, federal regulations, legal texts, and state and federal statutes. Researches and analyzes specific factual and legal questions that present a variety of issues, including new and complex areas of the law. Provides paralegal support to meet the requirements for prosecutions in military commissions. Applies considerable resourcefulness to anticipate program end case requirements, develop legal arguments and supporting evidence, resolve conflicting statements, and search for supporting or contravening precedents.

  • The incumbent is required to obtain and maintain a Top Secret/SCI level security clearance (Incumbent must have grasp of handling classified material)
  • This position requires considerable travel and extended temporary duty, sometimes exceeding 30 or more days at a time, at Guantanamo Bay, Cuba
  • The incumbent may be exposed to high noise levels, heat, and other hazardous conditions and a need to use safety equipment or similar protective gear
  • The incumbent will be required (recurring) during investigation of fact-finding phases to visit military installations and detention facilities where employees are engaged in inherently dangerous activities
  • Travels in government or civilian aircraft to remote military locations and resides in government lodging, including tents, periodically to perform assigned duties
  • The incumbent will be required to provide direct trial support duties that are carried out at Guantanamo Bay, Cuba and elsewhere as directed. Work is normally performed in a secure facility located in the Washington D.C. area

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: 1) Providing paralegal support for hearings, trials, appeals or advisory services; 2) Conducting research for preparation of legal opinions; and 3) Reviewing and formatting legal documents such as motions, notices, requests and correspondence. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
