This position is located in the Defense Legal Services Agency (DLSA), Office of Military Commissions, Office of the Chief Prosecutor. The Office of the Chief Prosecutor is responsible for prosecuting enemy belligerents detained under the Law of War and Accused of War Crimes under the military commissions Act of 2009. The incumbent serves as a senior specialist providing the paralegal support necessary to fulfill the statutory functions and mission of the office.

Duties

Incumbent typical work assignments may include the following: Provides substantive legal analysis in support of the assigned attorneys in Office of the Chief Prosecutor, requiring detailed knowledge of a diverse combination of case law, government policies, federal regulations, legal texts, and stat and federal statutes. Provides paralegal support to meet the requirements for prosecutions in military commissions. Researches unsettled issues and develops proposed positions. Organizes and handles high volume of discovery materials exceeding 100,00 pages. Analyzes legal issues arising in litigation to determine the appropriate records and data needed and the best approach to obtain the data.

Requirements

  • This position will require you to obtain and maintain a TOP SECRET (TS)/Sensitive Compartmented Information (SCI) security clearance
  • Travels in government or civilian aircraft to a remote military locations and resides in government lodging periodically to perform assigned duties
  • Direct trial support duties are carried out at Guantanamo Bay, Cuba and elsewhere as directed. Considerable travel and extended temporary duty, sometimes exceeding 30 or more days at a time, at Guantanamo Bay, Cuba is expected of the incumbent
  • There is a recurring requirement during investigation of fact-finding phases to visit military installations and detention facilities where employees are engaged in inherently dangerous activities
  • There is exposure to high noise levels, heat, and other hazardous conditions and a need to use safety equipment or similar protective gear
  • Relocation incentive may be authorized in accordance with regulatory requirements
  • Recruitment incentive may be authorized in accordance with regulatory requirements

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Providing legal support for hearings, litigation, appeals and/or advisory services; 2) Preparing various legal documents such as motions, notices, affidavits, requests, correspondence, and briefings; And 3) Researching statutory, regulatory, court and/or administrative precedents, testimony, and other legal opinions or documentary materials Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
