The function of the Office of Small and Disadvantaged Business Utilization (OSDBU) is to promote opportunities for Service-Disabled Veteran Owned Small Businesses (SDVOSB), and Veteran Owned Small Businesses (VOSB) within the Department. The incumbent serves as the principal advisor in the areas of Equal Employment Opportunity (EEO), Affirmative Employment, the Civil Rights External programs, Alternative Dispute Resolution (ADR) and Harassment Prevention.

Duties

Responsible for furthering the integrity, effectiveness, and impartiality of the Departments’ EEO and Harassment Prevention Programs. Advise management on specific actions supporting affirmative employment, and strategies for handling discrimination complaints. Principal advisor and local liaison for all aspects of the VA Office of Small and Disadvantaged Business Utilization complaint processing program. Conduct workforce analysis. Identify approaches for targeted recruitment. Monitor employee work life satisfaction issues and develop solutions to the concerns within management’s control. Provide guidance across the full range of reasonable accommodation matters. Establish and sustain effective department-wide training and learning initiatives. Serve as a support to senior level managers and is responsible for advising on matters related to Diversity and Inclusion, Equal Employment Opportunity/Affirmative Employment (EEO/AE),  and Alternative Dispute Resolution (ADR). Serves as the principal advisor to the Director of OSDBU Leadership  and is responsible for EEO/AE, Diversity and Inclusion,  and ADR functions which includes planning, evaluation, advisory, training and consultative. Responsible for assembling, consolidating, and submitting timely and accurate plans, information, and reports on the organization's EEO/AE, Diversity and Inclusion,  and ADR programs and status. Designing, providing and conducting training in EEO/AE, Diversity and Inclusion,  ADR and Labor Relations.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves 1). Applying knowledge of Employee Relations (ER) and Labor Relations (LR) to advise management. 2). Conducting investigations directly related to ongoing cases to include researching/analyzing problems, issues, and/or program requirements. 3). Aiding in the development and maintenance of a diversity management and recognition program. 4). Providing guidance on and assisting in the processing of Reasonable Accommodation requests. 5). Conducting training in EEO/AE, D&I, ADR and the Labor Relations.

Education

There is no educational substitution for the GS-14 level.
