This position is located in the Department of Homeland Security (DHS), Office of Health Security (OHS). The OHS is the principal medical, workforce health and safety and public health authority for DHS.
The primary purpose of this position is to support health security and operational medicine planning efforts, with emphasis on mass migration, emerging threats and complex natural and man-made crises.
Non-BU: This is a non-bargaining unit position.
Duties
As a Public Health and Medical Planner, GS-0601-12/13, your typical work assignments may include:
Works as part of a team led by the supervisor and/or more senior public health and medical planners in researching, developing and implementing plans, processes, protocols, and frameworks for the management of public health, medical and health security threats and crises.
Assists in coordinating with DHS, federal interagency, state and local, and non-governmental partners to build whole-of nation resilience to health security threats, in addition to other crises such as natural disasters and mass migration.
Serves as an analyst in the areas of public health emergency preparedness and operational coordination of assigned medical and health security programs.
Anticipates, recognizes, evaluates, prevents, and recommends controlling interventions of external factors arising in or from crisis environments which may cause sickness, impaired health and well-being, or significant discomfort among the workforce, persons in custody or care of the Department.
Coordinates with a variety of public health and medical professionals such as but not limited to senior planners, physicians, medical intelligence analysts, epidemiologists, and emergency medical services personnel.

Qualifications
INDIVIDUAL OCCUPATIONAL REQUIREMENT
This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience.
Education
Possession of a bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

SPECIALIZED EXPERIENCE GS-12
To qualify for this position, you must possess at least one year of specialized experience equivalent to the GS-11 grade level in Federal Service or private/public sector equivalent experience. For this position, specialized experience is defined as:
Awareness of and skill in applying a wide range of public health and operational medicine planning services sufficient to perform highly specialized assignments of an advance nature and considerable difficulty.
Insight of knowledge of public health and medical response frameworks such as the National Response Framework and Emergency Support Functions 6 (Mass Care) and 8 (Public Health and Medical Services) sufficient to assist in researching, developing and implementing plans, processes, protocols, and frameworks for the management of public health, medical and health security threats and crises.
Project planning in analysis of operations for the purpose of proposing solutions to problems; and in organizing, writing, and editing information to make it meaningful to a wide array of audiences.

SPECIALIZED EXPERIENCE GS-13
To qualify for this position, you must possess at least one year of specialized experience equivalent to the GS-12 grade level in Federal Service or private/public sector equivalent experience. For this position, specialized experience is defined as:
Professional knowledge of healthcare principles, practices and procedures in order to provide expertise in public health and operational medicine planning with emphasis on health security threats and complex natural and man-made crises.
Skilled knowledge of public health and medical response frameworks such as the National Response Framework and Emergency Support Functions 6 (Mass Care) and 8 (Public Health and Medical Services).
Experience and knowledge of project planning in analysis of operations for the purpose of proposing innovative solutions to problems and in organizing, writing, and editing information to make is meaningful to a wide array of audiences.
Expert knowledge and skill in planning, organizing and executing various functions in support of the Organizations delivery of public health and medical programs.
