This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent performs a wide range of contract surveillance for multiple services contracts.
Duties
Serves as Quality Assurance Evaluator (QAE) with responsibility for evaluating contractor's performance.
Monitoring the contract from inception to conclusion, initiating corrective action when deficiencies are identified that are not in compliance with specifications outlined in performance standards.
Recommends contractor penalties, contract changes, contract modifications, and/or contract termination when repeated unacceptable contractor's performance is evident.
Inspects completed services and notifies COR of violations and deficiencies noted, particularly in the areas of schedules, cost, and technical performance adequacy.
Determine if special clauses and contractual terms and conditions are complied with and identifies actual and potential gaps in contract schedules.
Serves as primary source of information to Contract Officer's Representative (COR) in fee determination and evaluation of costs incurred based on inflationary factors, changes in scope of work, and or Wage Grade Determination (WGD) increases.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Occasional travel 10% may be required.
- Required to serve a one-year initial probationary period.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system 2) recording detected deficiencies into a product quality database to initiate corrective actions 3) reviewing production activities and capabilities in light of contract quality requirements.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
