This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent performs duties as the Contracting Officer's Representative when designated by the Contracting Officer and serves as a supervisor directing performance of other quality assurance specialists.

Duties

Serve as Contracting Officer Representative responsible for contract oversight of a variety of technical and non-technical contracts exceeding $5.0 million total annual. Coordinate the work with others as necessary and interprets policy on own initiative in terms of established objectives. Analyze the benefits and cost of accomplishing work in-house versus contracting. Responsible for development, implementation, and execution of quality assurance programs with internal plans, policies, and procedures necessary to accomplish effective and unbiased surveillance on contractors’ performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • One-year supervisory probationary period may be required.
  • This position requires a Secret security clearance.
  • The position requires obtaining three certifications within 6 months of hire/reassignment/promotion.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience evaluating and recommending changes to improve the efficiency and effectiveness of quality and inspection systems; interpreting contractual specifications, contract terms, and contract conditions; developing performance work statements, cost estimates, technical exhibits, quality plans and procurement packages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
