The primary purpose of the Beneficiary Supervisory Transportation Travel Specialist is to supervise and direct the day-to-day Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position also supervises/ensures the BT processes comply with regulatory guidance, while assuring program effectiveness.
Duties
Orchestrates travel for the Medical Centers BT eligible enrollees through mileage reimbursement and contracted travel modes;
Manages the day-to-day Medical Center's Beneficiary Travel program services under the Veterans Transportation Program Mobility manager within the VAMC by assisting with the planning, developing, evaluating, marketing and directing key administrative activities in multiple programs;
Collaborates with the Mobility Manager for workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the BT program;
Maintains knowledge of various community transportation services and community agencies;
Manages, evaluates, and addresses all BT eligible patient transportation activity at the site;
Participates in all mandatory CBO VTP trainings, meetings, conference calls, Program Reviews and Medical Center VTP Board Meetings, community transportation meetings with State/regional/local transportation coordination organizations and other activities;
Assists with effective outreach to community transit authorities and contributes to the development of Memorandums of Understanding (MOUs) for collaborative relationships with local/regional recipients of the Veterans Transportation Community Living Initiative (VTCLI) grants managed by the Federal Transportation Agency;
Provides personnel management and administrative support for the BT program.
Performs detailed analysis of workflow and work methods used to support recommendations, for example, utilizes various software programs to capture and analyze data for workload and staffing reviews and comparisons, i.e., to perform studies of success of the program;
Assists the Mobility Manager with the Medical Center patient transportation budget, analyzes organizational budgets, and provides advice and recommendations to the Mobility Manager;
Monitors budget allocation and execution to ensure that operating program objectives are met;
Analyzes and evaluates the effectiveness of programs or operations in meeting established goals and objectives;
Assures that VA performance measures and standards issued by various accrediting, regulatory and higher agency authorities pertaining to the Medical Center's patient transportation program are met;
Provides direct supervision to a minimum of 15 employees;
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system;
Provides advice and counsel to workers related to work and administrative matters;
Applies knowledge to investigates and research complaints to include Veteran challenges, Higher Level Reviews and PATS-R's for a successful resolve;
Performs other related duties as required.

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 09/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of a Beneficiary Supervisory Transportation Travel Specialist, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include, but are not limited to: Applying in-depth knowledge of mobility management principles and tools; planning and directing administrative activities within a transportation system; analyzing and evaluating information to make recommendations regarding the efficiency and effectiveness of a transportation program; assisting with budget and financial activities; and planning and evaluating work to be accomplished by other staff. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Beneficiary Supervisory Transportation Travel Specialist position. Combination: Applicants may also combine education and experience to qualify at this level. A combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. Physical Requirements: Incumbent will be exposed to stressful working situations that will require a mature approach and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever changing demands due to program changes.
The work is primarily sedentary, although some slight physical effort may be required. There may be some walking; standing; bending; and carrying of light items such as papers, books, laptop and/or small parts. Incumbent may be susceptible to eyestrain from working long hours on the computer. Travel may be required on a periodic basis.
