This position is assigned within the VA Mid-Atlantic Health Care Network (VISN 6), Pharmacy Service. The Clinical Pharmacy Technician is highly specialized, efficient, motivated, and customer friendly technician, who is responsible for the technical management of all Patient Care Relations assistance regarding Community Care.

Medication information including the name of medication, dose, route, frequency, indication, supply, and possible side effects of therapy. Order duplication, therapeutic duplication, medication non-compliance allergies, adverse drug reactions, laboratory monitoring, and polypharmacy identified during routine chart reviews. The OCC Pharmacy Technician will utilize a full knowledge of the following topics. VHA National Formulary, and restricted agents, the prior authorization drug consult (PADR) process, etc., to assure optimal processing of prescriptions. Controlled substance policies and procedures so they may fully identify, investigate, and evaluate discrepancies involved in the situation. The technician is fully capable of researching all issues involving the prescribing, dispensing, and delivery in the provision of controlled substances. Assures immediate and appropriate reporting of all controlled substance losses or unexplained discrepancies according to all applicable VHA and HAMVAMC controlled substance policies. Communication If identified, the OCC Pharmacy Technician will report the following problems to the OCC Clinical Pharmacist(s) for evaluation, as appropriate. The OCC Pharmacy Technician will treat patients, their representatives, visitors, and HAMVAMC staff with respect at all times. The technician will communicate with community care health care staff and providers to request clarifications of prescriptions or medication changes due to VA formulary and will forward all changes and clarifications to the OCC Clinical Pharmacist(s). The technician will provide patient education via telephone or face-to-face on the following topics. Medication refill process. HAMVAMC Outpatient Pharmacy processes including hours of operation, types of pharmacy services available on site, etc. Updates patients on OCC prescription status. Documentation The OCC Clinical Pharmacy Technician will document all clinical and operational activities as assigned. The technician will indicate the non-formulary status, prior authorization process, and records required to document OCC review for approval or denial. The technician will document any prescription problem to the prescriber within CPRS to avoid delays in patient care. The technician will ensure appropriate allergy/adverse reaction status documentation in CPRS is entered, by contacting the patient as required (phone, letter, secure messaging, etc.). Document Authorization of Disclosure (AOD) and Prescription Drug Monitoring Program (POMP) when appropriate. Workflow Technology The OCC Pharmacy Technician will be fully proficient and utilize all VHA computer systems available including CPRS (also CCRA website), VISTA, BCMA, ScriptPro, My HealtheVet, etc. The technician will input authorized prescriptions or prepare electronically prescribed medications in VISTA for OCC Clinical Pharmacist(s) to review and verify. The technician will review, analyze, and coordinate work activities to be in full compliance with Hampton VA policies and procedures The technician evaluates workflow design as requested, as problems or opportunities arise that require intervention. Training The OCC Pharmacy Technician trains all incoming staff on applicable pharmacy policies and procedures. Operates specialized equipment as assigned. Analysis, Reports, and Reviews The OCC Pharmacy Technician independently gathers data to satisfy all reporting requirements placed on HAMVAMC by the VISN, National, T JC, etc., to include daily, weekly, monthly, or yearly reports. The technician aids in meeting all HAMVAMC Performance Measures as applicable and assigned. Work Schedule: Must be available for variable tours: days, afternoons, evenings, nights, weekends and holidays as needed. Subject to change based on the needs of the service. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a). Education or Experience: None required. For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level. Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision: Pharmacy technicians employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Grade Determinations: Pharmacy Technician, GS-08 Experience. One year of progressively complex experience equivalent to the lower grade level (GS-07). Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: PTCB as a CPhT. NHA as a ExCPT. Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs and meet any additional KSAs for the assignment, if indicated: Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Note: See Specialized Area.in the Definitions Section. Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures. Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy. Preferred Experience: Vast knowledge of pharmacy-specific community care processes. Customer service and communication skills are a must. Physical Requirements: Physical requirements for this position are as follows: Light lifting, 15-25 pounds with occasional heavier lifting. Light carrying, 15-25 pounds with occasional heavier carrying. Straight pulling (up to 2 hours). Pushing (up to 2 hours). Reaching above shoulder. Use of fingers. Repeated bending. Walking (up to 8 hours). Standing (up to 8 hours). Ability to wear Personal Protective Equipment (PPE) as needed.
