This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of Infectious Disease (ID), Eemerging Threats Division (ETD) at the U.S. Agency for International Development (USAID).
Duties
Serves as an Agreement Officer’s Representative or Contracting Officer’s Representative for cooperative agreements or contracts that increase global capacity to prevent, detect, and respond to pandemic and emerging infectious disease threats.
One Health Resource - Provides technical expertise and analytical skills regarding improving One Health security capacity and reducing risks from emerging infectious diseases.
Provides technical guidance on program planning and reporting (quarterly program reports) and supports portfolio in program planning, target setting, monitoring and evaluation.
Supports the design and development of new development programs/projects, including initial reconnaissance of projects; preparation of scopes of work for new procurements and evaluations.
Country Services - Engages in dialogue with Mission teams and advisors on strategy, to solicit or share information on program design, implementation, evaluation or program resolution.
Reporting and Communications - Prepares and supports the preparation of reports, briefings, conferences, publications, training, and to respond to Congressional, National Security Council and other requirements.
Requirements

- Must be able to obtain and maintain a security clearance.

Basic Requirement: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Specialized Experience:GS-13: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifying specialized experience at the next lower level for this position includesa) Providing technical direction on health science and emerging infectious disease programs; b) Manage projects devoted to health science and systems strengthening; AND c) Represent an office or organization as a technical authority in health science.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
