About the Position: The NCR-Network Office is located at 6000 MacArthur Blvd in Bethesda MD. The team works together and collaborates to ensure mission success. Duties
Serves as a subject matter expert and provide advice on the use of Federal compensation flexibilities required to recruit, manage, and retain employees in critical healthcare occupations.
Provide authoritative interpretation and instructions on compensation laws, regulations, policies, and procedures, and develop guidance on appropriate courses of action to resolve difficult and unusual compensation issues/problems.
Provide guidance regarding compensation policies and issues and promote the development and execution of compensation program objectives.
Analyzes, develops, and/or implements Federal law, regulations, policies, and guidance involving compensation administration to determine the impact to the healthcare readiness mission.
Provides assistance and guidance to Medical Treatment Facilities (MTFs) on DHA regional-wide compensation policies and issues.
Participates in special projects, comprehensive studies, and/or working groups in other functional areas of human resources to identify and examine problems or operating issues that may impact DHA Regional medicine’s healthcare mission priorities.
Provides oversight, review and advice on the use of Federal compensation flexibilities that include Recruitment, Relocation, Retention and Enhanced Retention Incentives, required to recruit and retain employees in critical healthcare occupations.
Provides oversight, review and advice on Title 5 Special Salary Rates, Title 38 Additional Pay Authorities, and Physician, Podiatrists, and Dentists Pay Plan, required to recruit, manage, and retain employees in critical healthcare occupations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security investigation or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes reviewing and analyzing new, proposed, or recent legislation(s), policies, directives, and decisions on compensation; providing advice on the use of Federal compensation flexibilities required to recruit, manage, and retain employees in critical healthcare occupations to include compensation flexibilities such as: Recruitment, Relocation, Retention, and Enhanced Retention Incentives, Title 5 Special Salary Rates, Title 38 Additional Pay Authorities, and the Physicians, Podiatrists, and Dentists Pay Plan; providing authoritative interpretation and instructions on compensation laws, regulations, policies, and procedures; and developing guidance on appropriate courses of action to resolve difficult and unusual compensation issues/problems to stakeholders and medical treatment facility staff.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
