The position is located in the Employee Health and Compensation and Pension Department at the Michael E. DeBakey VA Medical Center (MEDVAMC) and reports to the Deputy Chief of Staff-Medical Staff Section. The Administrative Officer for Employee Health (EH) and Compensation and Pension (C&P) supports both programs administratively, to include accountability and oversight for EH and C&P programs and activities across the full jurisdiction of the health care system.
Duties
Major Duties will consist of but not limited to:
Keeps managers informed on the status of on-going personnel actions.
Responsible for the coordination, planning, implementation, and training for the service and facility staff in the business and functional areas for various information technology.
Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, e.g., channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.
Closely monitors and ensures proper management of the Compensation and Pension Program to include direct line authority over the day-to-day operation, personnel assigned to the unit, and ensuring all policies are complied with.
Identifies and develops ways to resolve problems or cope with issues which directly affect the accomplishments of principal goals and objectives.
Collect data and utilize statistical analysis methods to present to leadership for information sharing and decision-making purposes.
Develops reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle to identify problem areas or inherent weaknesses in work processes, procedures, information systems, and content.
Work Schedule: 7:30am-4:00pm or 8:00am-4:30pm; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience organizing materials, training documentation, and records; Experience providing administrative support; Experience processing and reviewing documents for completeness and accuracy: this may include legal documents, billing information, medical records, or administrative records; Experience utilizing electronic systems to gather, review, input, and process information; Experience maintaining information for use in litigation or to accomplish case management functions. This experience must be supported by your resume to be creditable. (This experience must be listed in your resume to be creditable).

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D, if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level or superior academic achievement and specialized experience to meet total qualification requirements at the GS-09 level. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking; standing; bending; carrying of light items including training paperwork or manuals, or small equipment, such as laptop computers, mobile LCD projectors; or driving an automobile. Incumbents may be susceptible to eyestrain from working long hours on the computer.
