This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a District Value Officer (DVO) and Design Quality Manager for the Seattle District of the U.S. Army Corps of Engineers (USACE) and serves as the advisor on all matters of the Value Engineering (VE) Program for the District.
Duties
Responsible for the planning, establishment, direction, coordination, and execution of a comprehensive Value Engineering (VE) Program and ensures a continuous effort in the performance of the Value Activities.
Evaluate results of program studies, measuring progress toward assigned goals, investigating any problem areas, and providing feedback to the District and Regional Leadership.
Review and evaluate completed VE studies, ensuring that maximum cost reductions are realized by adherence to established VE methodology.
Establish and maintain a training program for those who serve on VE teams can apply VE principles, and all other District personnel are familiar with VE principles.
Prepare and administer contracts for VE efforts by Architect-Engineering (A-E) firms.
Responsible for implementation and maintenance of the USACE Project Development Business Processes (PDBP) related specifically to the Engineering and Design Project Delivery Processes.
Serve as the Engineering Division Quality Management System (QMS) manager, responsible for implementing and maintaining the Engineering QMS and all quality processes and procedures.
Prepare technical specifications for military and civil engineering projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent is required to obtain the Specialist in Value Management (SVM) qualification within 4 years of being appointed.
- Must obtain and maintain a delegated legal authority (warrant) per USACE Value Program policy and guidance within 1 year of being appointed.
- Must obtain and maintain a valid state driver's license.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
For the GS-12:
Specialized Experience: One year of specialized experience which includes assisting in engineering processes by (1) collecting information/data from customers, peers, and management to assist in the review of requirements such as functions, elements of systems, project, equipment, facilities, services, and/or supplies to accomplish the essential functions at the lowest life-cycle cost; and (2) assist with viewing engineering performance metrics using analytical software such as Qlik Sense. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For the GS-13:
Specialized Experience: One year of specialized experience which includes performing value engineering by (1) analyzing requirements such as functions, elements of systems, project, equipment, facilities, services, and/or supplies to accomplish the essential functions at the lowest life-cycle cost; (2) monitor value engineering performance metrics using analytical software such as Qlik Sense; and (3) evaluate results of value engineering studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Education
