The primary purpose of this position is to serve as a Transportation Assistant providing call center, billing, shipping and storage section-level services/support to Department of Defense (DoD) and/or U.S. Coast Guard customers at a large regionalized Joint Personal Property Shipping Office.
Duties
Assist customers/Transportation Service Providers (TSP) on service failures, complaints, claims and other general information.
Arrange shipments, discerning rates, services, route suitability, tonnage distribution, storage, packing, pickup, special services, releases, renewals, partial withdrawals, deliveries then initiate orders to effect or confirm actions.
Select and apply tariffs and rating tools to determine maximum government obligation for entitlements for shipping and storage.
Ascertain and/or compute excess costs, advising customer and prompting service-level adjudication for authorized entitlements and/or unusual requests.
Conduct financial audits, analyze shipment reweigh, generate daily invoicing workflow, and ensure lines of accounting on each individual order is accurate/valid.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standard for Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE FOR GS-05: Applicants must have at least one year of specialized experience equivalent to the GS-04 level in federal service or equivalent in other pay systems. Specialized experience is experience gained while scheduling appointments; maintaining automated appointment systems; greeting customers; computing and collecting excess cost for excess weight; establishing and maintaining files and assisting with the counseling of customers or performing a variety of clerical, administrative and word processing tasks.

EDUCATION FOR GS-5: At least four years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT AT THE TIME YOU APPLY.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT AT THE TIME YOU APPLY.
SPECIALIZED EXPERIENCE FOR GS-06: Applicants must have at least one year of specialized experience equivalent to the GS-05 level in federal service or equivalent in other pay systems.. Specialized experience is experience gained while providing information and advise to personnel regarding their entitlements for shipment and storage (e.g., household goods, unaccompanied baggage, privately-owned vehicles and special items such as mobile homes and large boats) and personal property either domestic or international.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one year of specialized experience equivalent to the GS-06 level in federal service or equivalent in other pay systems.. Specialized experience is experience gained while preparing and processing transportation applicants involving a full range of shipping situations, assisting, and resolving operating problems and providing counseling services to authorized personnel regarding their entitlements for shipment and storage of personal property to include special items.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of all modes of transportation for movement of personal property, passengers, and cargo to include factors affecting that transportation, such as public laws, foreign requirements, organization's policies, and limitations/capabilities of the different transportation modes.
2. Knowledge of transportation regulations, policies and guidelines and traffic management policies and procedures.
3. Knowledge of organizational missions, objectives, procedures, and regulatory framework for traffic management programs and operation.
4. Skill and ability to utilize technical and functional experience with developing and recommending solutions to complex transportation problems and initiatives.
5. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
