You will serve as a SUPERVISORY INFORMATION TECHNOLOGY (IT) SPECIALIST (PLCYPLN) in the Technology Division (N16) of PERS WASHINGTON.

Duties

You will ensure compliance with applicable laws, regulations and policies including Merit System Principles and Prohibited Personnel Practices. You will promote the use of standardized portfolio management tools, as practicable and beneficial, for the synchronized management of architecture documentation management, data management, requirements management, earned value management (EVM). You will provide mobile device management policy, processes, and tools associated with developing, testing, and distributing of MyNavy HR mobile applications. You will provide oversight of the Enterprise's information systems security program, ensuring that applicable policies, procedures, and practices are adequate, and administers and executes the Enterprise's National Security System (NSS) process. You will ensure interoperability and integration into the existing DoD/DON/Program Executive Office Manpower, Logistics, and Business Solutions (PEO-MLB) IT environment is considered during all phases and operations of new systems. You will ensure final product designs that will deliver value for MyNavy HR business products technically, operationally, cost-wise, and within required timelines.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. TOP SECRET
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following performing the following duties: 1) Tests and monitors MyNavy HR systems for system status, vulnerabilities and operation and security concerns, proactively identifying and addressing issues to increase uptime and productivity; 2) Collaborates with developers and system stakeholders to drive towards automated monitoring of system, application, network, and critical processes of MyNavy HR systems; 3) Facilitates traceability, auditability, and visibility of DevSecOps activities throughout MyNavy HR processes and systems increasing security, quality and speed of software development and delivery; 4) Leads collaboration between IT development, security, and operational activities to improve events, incident and problem mitigation and remediation response minimizing organization impact: 5) Provides oversight of MyNavy HR data center coordination, cloud migration, system/network/app monitoring, program support, knowledge management, and local and enterprise IT ensuring reliability, availability, and continuity of critical services and capabilities; and 6) Manage N1 HQ Local Operations Help Desk supporting IT infrastructure and devices, Business Services, Project Management, Client Services, Desk-Side Support, Knowledge Management, and Collaboration Services maximizing organization productivity, customer knowledge and satisfaction. This position is a Cyber Workforce position. You must obtain and maintain qualifications in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies, for work role Product manager proficiency level Advanced within 9 months of appointment. This Designation requires: The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor. The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of 751, Cyber Workforce Developer and Manager, proficiency level Advanced.
