Duties

You will serve as the SUPERVISORY IT CYBERSECURITY SPECIALIST in the Military Sealift Command (MSC), Command, Control, Communications, and Computer Services Directorate (C4S) (N6), Cybersecurity Division (N62), Norfolk, VA. You will oversee and manage the documentation, validation and authorization processes necessary to ensure new and existing information technology (IT) systems meet the organization's cybersecurity and security requirements. You will interpret patterns of non-compliance to determine their impact on the enterprise's levels of risk and/or the cybersecurity program's overall effectiveness. You will identify alternative cybersecurity strategies to address organizational security objective. You will synthesize and place threat information in context to draw insights about the possible implications and to identify vulnerabilities and potential for exploitation.

• This is a Cyberspace Workforce position, work role code 752, proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to obtain and maintain a U.S. Passport.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1) Attention to Detail- Is thorough when performing work and conscientious about attending to detail. 2) Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In addition to your experience demonstrating the competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing advanced IT principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of IT security. Experience evaluating, implementing, and disseminating information systems security tools and procedures to ensure, protect, and restore information security systems and network services and capabilities. Experience conducting risk and vulnerability assessments of planned and installed information systems. Experience supervising and directing subordinate personnel regarding performance guidelines, criteria and priorities.
