You will serve as a MANAGER in the Data Science and Analytics (DSA) Lab of CARDEROCK DIV NS.

Duties

You will be responsible for planning, monitoring and evaluating work in the organization. You will develop an evolving vision, strategies, and execution plans for the Data Science and Analytics (DSA) Lab. You will perform organizational and administrative management of the Branch, including tactical and strategic planning; developing resources and capabilities; formulating budgets, managing funds and negotiating with customers. You will perform supervisory duties such as recruiting, executing all forms of personnel actions, monitoring and evaluation performance, establishing priorities, adjusting workloads and advising and counseling subordinates. You will identify, derive, and/or develop appropriate DSA Lab projects and tasking based on consultation and project support requests and understood needs of the command. You will manage the Carderock Data Mastery Program in conjunction with Carderock University. You will serve as an advisor for the command via the Command Data Officer (CO, TD and ELT) for data science, advanced analytics, machine learning, and artificial intelligence. You will maintain financial responsibility for the lab.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 (GS-12/13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer or Scientist leading or managing projects related to data science, advanced analytics, machine learning (ML), artificial intelligence (AI) or related competency for complex technical engineering tasks in support of navy systems and processes. For the 08XX series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the 1550 series: Bachelor's degree in computer science.

Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.Official or unofficial transcripts or a list of courses, grades earned, completion dates, and quarter and semester hours earned issued from your school must be provided.

For the 1560 series: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
