The CHIPS Investments Division is looking for a Business Operations Specialist who is excited to work with a new, evolving team! This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 100 applications are received or 09/06/2024, whichever comes first.

Duties

As a new Business Operations Specialist on our team, you will: Drafts procedures for use in the development, planning, and implementation of new other transactions agreement (OTA) awards, and/or financial assistance awards Lead invoice processing, interfacing with recipients as well as all aspects of NIST Support award package processing (including documentation collection, review of financial information) and tracking Develop policy initiatives in response to critical problems or as needed by changing circumstances Identify inefficiencies arising from ongoing operations and propose solutions Review proposed DOC/NIST policies, determine their impact on OTA, and/or grants/financial assistance award management operations, and recommend responses; Plan, develop, and execute formal and informal projects

Qualifications

BASIC REQUIREMENTS Applicants must have 1 year (52 weeks) of specialized experience equivalent to the GS-11 (ZA-II at NIST) level. Specialized Experience is defined as: Experience with Federal grant or loan programs AND experience managing organizational improvement projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook.
