The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Phoenix Health Care System (PVAHCS) in the Research Service. The incumbent serves as the administrative liaison between the Research Program at the VA Medical Center, University Affiliates, the VA Non-Profit Research and Education Foundation, and other VA research affiliates as needed, providing day-to-day administrative guidance to investigators, research, and administrative staff.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include: Collects data for the research service budget and consolidates material into an annual service budget; Recommends budget adjustments, including restructuring budget allocations or work plans to deal with changing situations such as varying costs for equipment parts or services, changes in the availability of funds, and grant allocations; Provides program administrative and technical assistance in the day-to-day operations and is responsible for independently recognizing and resolving program administrative issues on an ongoing basis; Maintains research training program by ensuring VA mandatory education/training requirements are met and documented; Serves as the primary Research Program timekeeper and is responsible for maintaining employee schedules, time, and attendance with designated areas of responsibility; Utilizes qualitative and quantitative value-added mechanisms to measure research operations' productivity and efficiency and improve the team organization's overall efficiency; Collects, compilates, and or tracking of data and statistical information, as well as preparing and developing reports; Analyzes this data and prepares comprehensive reports for research leadership; Performs other related duties as assigned. Work Schedule: Full-Time, Monday - Friday 07:30am - 4:00pm Recruitment & Relocation Incentives: Not authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify at the GS-7 grade level, you must meet the following requirement: Specialized Experience GS-7: At least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position? To be creditable, this experience must have been equivalent to at least the GS-6 level in the Federal service. Specialized experience includes utilizing knowledge of a full range of administrative functional areas (i.e., purchasing, supply and property management, records management, financial and budget, related administrative areas, etc.); collecting and analyzing data for the preparation of reports and maintaining databases; and performing management analysis duties (i.e., analyzing and measuring the effectiveness, efficiency, and productivity of administrative programs). Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week..- ~AND~ This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Experience in programs data collection instruments (surveys) through Word and Adobe Acrobat and providing testing data collection instruments for respondent ease and efficiency. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements/Working Conditions: The work is sedentary. Requires sitting, walking, standing, bending and occasionally carrying light objects such as papers and files. Work is in an office setting with adequate ventilation, heating, cooling and lighting system. The environment involves everyday risk or discomfort that requires normal safety precautions typical of such places as offices, meeting and training rooms, or commercial vehicles, e.g., use of safe work practice with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.
