This position is in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Assistant Secretary for Administration (ASA), Office of Chief Information Officer (OCIO), located in Washington, District of Columbia. The purpose of this position is for the incumbent to serve as OCIO's Executive Officer and lead the OCIO Immediate Office budget, acquisition and human resource teams.
Duties
Serves as the lead manager, coordinator, and advisor for OCIO budget, acquisition, and HR programs to ensure efficient application and use of available resources.
Develops, coordinates, and reviews management and program related initiatives to ensure adherence to the methods, principles, and practices of sound organizational management and efficient resources utilization.
Participates with assigned Office executives and program advisors in evaluating and implementing hiring, acquisition, and budgetary strategies as they relate to the strategic goals and priorities.
Advises, develops, and issues internal Office budget, acquisition and HR policies and procedures to effect maximum utilization of materials.
Makes recommendations for solutions to issues and implements process improvements with focus on customer service for budget, acquisition, and HR.
Plans, develops, and conducts continuing program reviews for assessing OCIO budget, acquisition and HR policies and procedures to determine the efficiency and effectiveness of management and customer service to the Office assigned.
Makes recommendations to improve and/or correct procedures, policy, and related issues.
Participates in planning meetings and actively advises on the formulation of Office plans and policies in relation to budgetary, fiscal, acquisition, and other internal management considerations.
Directs the subordinate staff through several subordinate supervisors and team leaders.
Exercises leadership to ensure all components of the organization reflect the principles of workforce diversity in their management and operations.

Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:
GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
Partnering with senior-level officials (e.g., executives, directors) to design/implement administrative initiatives (e.g., acquisitions, hiring, budget accountability) that increase organizational efficiency.
Coordinating with internal and external customers, managers, and staff to resolve budget, acquisition, and HR activities.
Leading analysis to determine workload trends/projections to enhance organizational structure, budget, acquisition, and workforce needs (e.g., recruitment, procurement).
Providing administrative oversight of program activities, including personnel, budget, travel, procurement, property management, facilities, security, and communication.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
