This position is located in the Office of the Secretary of Transportation (OST), Office of Small and Disadvantaged Business Utilization (OSDBU). The mission of the OSDBU as defined in Public Law 95-507 is to implement the functions and duties in sections 8, 15 and 31 of the Small Business Act as amended.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience in developing and applying new approaches to public communication strategies by developing or evaluating information programs that will enhance understanding among publics and stake holders.
Experience analyzing public reaction to organization programs and policies in developing recommendations using blog posts, social media or other media stream that significantly modify organization communication.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Writing (†) - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
